I got response from admin:

We've identified and resolved an issue where some users were unable to enter DLC giveaways.

This was caused by a Steam API limitation — free-to-play base games are excluded from a user's library data if they've never been launched. The ownership check has been updated to account for this, and DLC giveaways with a free base game are now open to all users.

Это было вызвано ограничением API Steam — бесплатные базовые игры исключаются из данных библиотеки пользователя, если они никогда не запускались. Проверка наличия была обновлена ​​с учетом этого, и теперь раздача DLC с бесплатной базовой игрой доступна всем пользователям.
