Rules for activating the won key

According to SG rules, a user who wins a game must activate it on the account they used to participate in the giveaway. If a user is found to have activated the key on a different account, their account could be banned, including permanently.

I couldn't find any information about this in your rules. I don't like it when users cheat. I always check to see if the user has activated the key. This is my first game giveaway with you, and the user already says the key is working and they activated it, but the game isn't on their account. What should I do about this?

For an example. This user has already won three games, but none of them are on his account with which he participated in the draw.

Actually, the site prevents you from entering for games you already own.
So using a "burner" account allows you to win an additional copy.
And without any enforcement of redemption, people could attempt to re-giveaway the game, turning a win into free XP for your account here, or sell / trade outside of the site.

One rule can close all these loopholes.

Another example of an importer's account.
7 won - 0 on the Steam account of the participant in the giveaway.
I don't want to offend the account owner. This is a simple example. Now this is allowed by the rules (or rather, nothing is said about it).

It took a bit of time, but yes starting today keys has to be activated on the registered account to prevent abuse. This do not apply for giveaways that are already over.
